Help answer the question about Digital Tunnel

Has anyone else seen the secret under the D.C. War Memorial?
I was exploring it the other day, and in the middle was a metal disk. At first I thought it was where a tree used to be, but a man I met lifted it up, and we were shocked to see that there was a room down there! We couldn't see very well, but we belived that there might even be a tunnel, and a woman he was with took pictures of it on her digital camera. Has anyone else seen it? And if so, do you know what it is?
